About this opportunity

The Rockefeller Foundation and the OpenAI Foundation are committing $50 million in total to help organisations that work alongside city governments use frontier AI to improve public services for underserved residents. Grants of $500,000 to $2 million over 24 months fund projects in public health, economic mobility, environmental resilience or civic engagement, either taking an early idea to its first city pilot or scaling a solution a city has already piloted. The call is open worldwide, but only organisations can apply, and each one needs a city government partner that signs a letter of intent.

What you get:

  • Seed track: a grant of $500,000 to under $1 million to refine an idea with city partners, build and test a prototype with real users, and run a first city pilot
  • Scale track: a grant of $1 million to $2 million to expand a solution already piloted in a city, within that city or to another city

What you'll do:

Who can apply

  • Applicants must be organisations: a nonprofit (including a university department or lab, or a project applying through a fiscal sponsor), a public benefit corporation, or a for-profit company whose project is charitable and benefits the company no more than incidentally
  • Every project needs a city government partner, meaning the municipal government of a city of 50,000 or more, or an agency, department or public authority it owns or controls
  • A letter of intent from the city partner, signed by an official with authority over the service area (for example a Mayor, Deputy Mayor, Chief Data Officer, Chief Technology Officer or agency head), must be uploaded with the Round 1 Proposal; applications without one will not move forward
  • Projects must deliver public services at city level; projects operating at, or scaling to, a national level are not eligible
  • Projects must address one focus area: public health, economic mobility, environmental resilience or civic engagement, for vulnerable or underserved communities, with a charitable purpose
  • Solutions must include a meaningful frontier AI component; the call is platform agnostic, with no requirement or preference to use OpenAI tools
  • Open to cities in all regions; organisations headquartered, registered or operating in a country under comprehensive U.S. OFAC sanctions are ineligible
  • Not eligible: individuals (including independent and PhD researchers applying in a personal capacity), consultants, government entities applying directly, research-only projects, fund-of-funds, and projects related to voting, elections or lobbying
  • The project lead must be at least 18 and able to take part in sessions conducted in English; all proposal materials must be in English
  • Up to two applications per organisation, each for a distinct project; joint projects submit one proposal under a single lead applicant
  • Round 1 also needs proof of legal status (a 501(c)(3) determination letter, an equivalency determination or a fiscal sponsorship agreement, or a certificate of incorporation) and a video of no more than five minutes
