The Tomorrow's Leaders Program is a U.S. State Department scholarship, run through the Middle East Partnership Initiative (MEPI) and administered by the nonprofit FHI 360, that pays for high school students from the Middle East and North Africa to complete a full bachelor's degree at the American University of Beirut or the Lebanese American University. Alongside the degree, scholars get leadership training, mentoring, internships and the chance of a semester at a university in the United States. Who can apply

  • Citizen of Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia or Yemen, a West Bank resident, or a Palestinian student living in a third country with legal residency status
  • Students currently living in Gaza cannot apply this cycle because of travel constraints; Palestinians from Gaza living legally in a third country can
  • U.S. citizens and U.S. legal permanent residents are not eligible
  • A current high school senior or a 2026 high school graduate; 2025 graduates from Iraq, Libya, Syria, Yemen, the West Bank and Palestinians in third countries are also eligible
  • Strong academic record, generally 80 percent or better, and passing the high school leaving exam
  • Proficiency in written and spoken English: a free online Arizona State University assessment at application, then TOEFL iBT 4.0 (new scale) or 80 (old scale) for finalists
  • Two recommendations, at least one from an academic reference
  • Able to travel and start the degree in August 2027
