Who can apply

  • The applicant must be registered in the EYF granting system as an international non-governmental youth organisation or an international network of non-governmental youth organisations
  • Registration must be validated by the EYF secretariat no later than the call deadline, and the EYF warns registration can take up to two weeks
  • An international youth organisation needs a minimum of seven branch offices or member organisations established and operating in at least seven Council of Europe member States
  • An international network needs at least seven national or local youth organisations based in different Council of Europe member States
  • The organisation must be non-profit, non-governmental and youth-led, managed in its programmes and budget by young people, with the vast majority of members aged 15 to 30
  • The applicant must hold a bank account that can accept euro
  • The applicant must have sufficient financial capacity to sustain its activity through the grant period and to co-finance from its own resources, and sufficient operational and professional capacity, including staff and volunteers, to deliver the project
  • Each grantee must co-finance the project from its own resources or from third parties, which may be financial, human resources or in-kind contributions
  • Multiple applications for the same proposal are not allowed and lead to the exclusion of every application concerned
  • Projects already completed before the application is submitted are automatically excluded
  • Exclusion criteria apply, covering criminal convictions, bankruptcy or insolvency, professional misconduct, unpaid social security contributions or taxes, shell entities, mismanagement of Council of Europe or public funds, and unmanageable conflicts of interest, declared on honour at application
