About this opportunity

The Driving Urban Transitions (DUT) Partnership, a European partnership co-funded by the European Commission under Horizon Europe, funds three-year research and innovation projects that help cities become climate neutral and resilient. DUT Call 2026 backs transnational consortia working on the 15-minute City, Circular Urban Economies or Positive Energy Districts, and every consortium must include a city, municipality or other urban public authority. Applying starts with a short pre-proposal; shortlisted consortia are invited to submit a full proposal in 2027.

What you'll do:

Build a consortium of at least three eligible partners from three participating countries, including an urban public authority
Pick one Transition Pathway topic and a main approach, research oriented or innovation oriented
Submit a pre-proposal on UDiManager by 17 November 2026, plus any national application your funding agency requires
If invited, submit a full proposal by 15 April 2027
Take part in DUT programme activities during the project, budgeting up to EUR 30,000 across the consortium for them

Who can apply

Applicants are organisations (legal entities), not individuals
A consortium needs at least three eligible applicants from at least three different participating countries, and at least two of those countries must be eligible for EU co-funding
Participating countries: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Kingdom of the Netherlands, Latvia, Lithuania, Norway, Philippines, Poland, Portugal, Republic of Korea, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia and Türkiye
Every consortium must include at least one urban public authority, such as a city or municipality, as main applicant, co-applicant or cooperation partner
Proposals in the cross-cutting topic must also include a private sector organisation
The main applicant must be eligible for funding from its own national or regional funding agency
Organisations from other countries can join only as self-funded cooperation partners
