The General Secretariat of the Council of the European Union runs a traineeship programme in Brussels twice a year, and makes 110 places available annually. Trainees join teams working on policy, law, administration, communications, translation and IT, and take part in the Council's day to day business. Who can apply

  • You must be a citizen of an EU member state, proven by an EU passport or national ID card. Residence permits are not accepted.
  • You must hold a university degree at bachelor level or higher by the closing date, 15 September 2026, at the latest.
  • You need a very good knowledge of English or French at C1 level or above on the Common European Framework of Reference.
  • You need a very good knowledge of at least one other official EU language.
  • You must not have had previous training, paid or unpaid, or employment lasting more than six weeks at any EU institution, body, agency or office.
  • There is no age limit for applicants.
  • Applicants to the positive action programme for trainees with a disability must instead be at least a third year student, and must email proof of disability to the traineeships office before the closing date.
  • Applications must go through the Council's online system. Spontaneous applications are not considered.
  • Graduates from any background who want first hand experience of how EU policy is made. Applicants come from across the 27 EU member states, and where candidates are judged to be of equal merit the traineeships office aims for as many nationalities as possible and for 40% representation of the underrepresented gender. Up to six places a year are reserved for EU nationals with a recognised disability, under a separate positive action programme with its own admission rules.
